NOTICE OF RACE
1 RULES
The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2005-2008, The Equipment Rules of Sailing (ERS) 2005 – 2008, the applicable Class Rules, this Notice of Race, the Sailing Instructions and the SASEC requirements for Provincial Championships.
2 ADVERTISING
Advertising will be restricted to Category C in terms of ISAF Advertising Code RRS Section ll, Regulation 20.
3 ELIGIBILITY AND ENTRY
3.1 Competitors shall comply with the International Sailing Federation (ISAF) eligibility requirement in accordance with RRS Appendix 2 Regulation 21 which requires that all competitors (skipper and crew) shall be members in good standing of a Yacht Club affiliated to and in good standing with SA Sailing or their Member National Authority in the case of non-South Africans. The Club name and membership details shall be stated on the entry form. Current valid Membership Cards shall be presented at Registration. Alternatively, a crewmember other than the skipper may pay a non-refundable temporary South African Sailing membership fee for the duration of the regatta of R84.00.
3.2 The regatta is open to all dinghy classes. Classes where numbers do not meet the Provincial Championship requirements may be assigned to an Open Class where the official SASEC boat handicap system based on Portsmouth Ratings will apply. The said ratings shall be displayed on the Regatta Notice Board.
3.3 Eligible boats may be entered by completing the attached entry form and sending it, together with the required fee, to:

3.4 Late entries will be accepted after 17 September 2007 up to 1 hour before the scheduled start of the first race.
4 CLASSIFICATION
The ISAF Sailor Classification Code RRS Appendix 2, Regulation 19 shall apply.
5 FEES
5.1 The required entrance fees are as follows:
Single Handed Normal Entry : R 150 Late Entry R 180
Double Handed R 180 Late Entry R 210
Other Fees:
All Entry Fees and Class subscriptions shall be paid prior to the close of Entries and Registration. Failure to meet this requirement will result in the affected yacht being recorded as Did Not Compete until such time as the required payment/s are made. This changes rule A11 (DNC).
6 SCHEDULE
6.1 Registration: Entries shall be confirmed by registration with the Regatta Secretary at the venue between 16h00 and 18h00 on Friday 21 September 2007 and also from 09h00 on 22 September 2007 until 1 hour before the scheduled start of the first race.
6.2 Measurement and inspection:
Event Measurers may conduct checks on boats during the regatta.
6.3 Racing:
A voluntary briefing is scheduled to take place at 10h00 on Saturday 22 September 2007 at the Regatta Headquarters. The first race is scheduled to start at 11h00 on Saturday 22 September 2007. The times for subsequent races will be advised. No warning signal will be made after 13h00 on Monday 24 September 2007.
6.4 Number of Races: Ten races are scheduled and a minimum of four races is required for a regatta.
7 MEASUREMENTS
Each boat shall produce a valid registration/ measurement certificate.
8 SAILING INSTRUCTIONS
Sailing Instructions will be available from the Regatta Secretary on completion of registration formalities.
9 VENUE
Racing will take place on Swartvlei, near Sedgefield in the Southern Cape. The Regatta Headquarters will be at Pine Lake Marina, directions to which may be obtained from the Regatta Secretary.
10 THE COURSES
A diagram showing the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left, shall be published in the Sailing Instructions.
11 PENALTY SYSTEM
For all classes RRS 44.1 and 44.2 shall apply.
12 SCORING
12.1 The Low Point System of Appendix A 4.1 will apply.
12.2 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. (b) When from 5 to 9 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. (c) When 10 races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.
13 SAFETY
Yachts shall comply with their class buoyancy and safety requirements. All competitors shall wear a personal buoyancy aid capable of supporting a 5Kg. steel weight at all times while afloat in a yacht.
14 RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
15 PRIZES
SASEC medals will be presented to competitors in accordance with S A Sailing Eastern Cape bye laws. Class floating trophies and other prizes may be presented at the Prize Giving which will follow as soon as possible after the last race.
16 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. Neither the Organizing Authority nor it’s officials or other persons associated with the organization of the event will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
17 INSURANCE
It is suggested that each participating boat be insured with valid third-party liability insurance.
