Notwithstanding the SAMSA safety regulations, and the SAS interpretations thereof, the following Club Safety Regulations have been proposed. When in doubt, SAMSA & SAS regulations always take precedence
    The Vessel
  1. The safety equipment scale per yacht is to be as per SA Sailing Category A, B, C,D or E, as approved on the COF (Certificate of Fitness).
  2. Vessels under way are to display their name and SA number on the stern, or, if not practical, on the sides near the stern. Letters and numbers are to be not less than 100 mm high and easily legible (plain styles).
  3. No vessels may be moved without a suitably qualified skipper in charge.
  4. Vessels deemed unsafe by any Safety Officer will be confined to harbour.
  5. A vessel confined to harbour is not to be moved unless for haul-out or for Club managerial reasons.
    The Skipper
  1. Every skipper of any vessel using the Club moorings is to have a SA Sailing Certificate of Competence. Exceptions are visitors with equivalent or superior qualifications.
  2. It is the responsibility of all skippers to ensure their vessel is “signed out” and “in” with Knysna Base when proceeding through the Heads.
  3. Skippers of vessels operated from the Club's moorings, when under way, are to ensure their vessels conform with the national 'Small Craft Regulations', the National Parks Board Regulations and the International Rules for the Prevention of Collisions at Sea, and they are to ensure their vessels are issued with a valid Certificate of Fitness, are registered with SA Sailing, and correctly marked with an SA number on, or if not possible, near the transom.
  4. Skippers must have their certificates of competence with them when under way.
  5. Boat owners are to have their boat's Certificates of Fitness renewed by the date stated on the current or previous certificate. These certificates are to be kept on board.
  6. It is the responsibility of the owner to satisfy himself or herself as to the qualification and competence of the skipper.
    The Safety at Sea Committee
  1. Any SA Sailing appointed Safety Officer may inspect any vessel at any time it is occupied and on Club moorings, or after making suitable arrangements with the owner or skipper, who is not to cause any unreasonable delay.
