As always, safety at sea is a big priority of all clubs and sailors. In 2002 the South African Maritime & Safety Agency (SAMSA) approved revised Safety Regulations for commercial and recreational ship, which included new Small Craft Regulations. These regulations came into effect in April 2004, and ARE NOW LAW!

South African Sailing have worked hard at interpreting these regulations for yachtsman and simplifying the process of becoming compliant. When studied, it is apparent that the regulations are all pretty logical and there is very little that a prudent yachtsman would not have covered regardless.


In a very small nutshell, the regulations can be summed up as follows:
  • All vessels, greater than 3m, MUST obtain a “Certificate of Fitness” (COF), a safety survey certificate. This includes powerboats & keelboats only operating on the lagoon
  • All persons operating a vessel over 3m on the lagoon or offshore must hold a valid “Certificate of Competency”.
